Will it call people who didn't ask?
No. Your agent responds to incoming WhatsApp messages and calls. Any outreach follows India's DLT rules (TRAI) for commercial calls and SMS, and consent and timing rules for service calls.
What languages does it support?

Do I need a new WhatsApp number?
